Yes, but this was allowed after the end of the term, at the grade turn in.
makes sense, Terry. Yeah that's a tricky one if instructors are dropping students after the end of the term.
So if I am understanding, a lot of these questions we can't answer with certainty until we receive additional guidance from SEVP about Fall 2020?

Unfortunately, that's correct. We will look into hosting another meeting after Fall guidance comes out at the end of June.
We are continuing to issue initial I-20s even though we have announced that "most" classes are online until there is more clarity.

Applicant must be in valid F-1 status when he's applying for OPT.
Can we talk a little bit more about 5 months rule for students who are outside the US and do not take full time course load with distance learning option. can we keep their I-20 active or should we terminate it since anyways the student will be out of the US for more than 5 months...correct?
This is probably up to the Fall guidance, but if a transfer student wants to go back to his/her home country over the summer and return to the U.S. to take courses online for the fall, can we register them in SEVIS?

A student graduated in May and her flight back home was canceled. The next flight available will be in July, a week after her grace period ends. Would that be a problem?

We have been entering remarks in the SEVIS record documenting the student’s attempts to leave
how would they contact USCIS?
This is what was recommended in the last meeting I attended
We’ve been advising students to try to catch a flight from the US to Canada to their home country and if that is not possible, keep all possible evidence that the student has been trying to leave (flight tickets, cancellation emails, emails with their DSO), etc. Also put a note in SEVIS.

Our school is still finalizing our instruction modes, but I am working with the Academic Dean’s Office to ensure that our initial F-1 students will take those hybrid classes in-person.
We want to move to a hybrid model where students will have a choice to be in the classroom of watch live via Zoom. We are just testing new equipment to enable this.

To be self-employed, student must start a business (e.g. obtain a business license) to seek work in their area of study
